I don't think forming an Army like organization is necessarily a threat to the government. Private militias, for example, might closely resemble a military unit, but never threaten anyone's rights. They could simply be preparing for the chance of a natural disaster, local anarchy or the chance of the legitimacy of the US government degrading into something that should be fought against at some point whether it is likely or not.
