Of course a simpler explanation would fit the images: that she's holding a compress of herbs, or ice, for her toothache.

I suppose the "Siemens 1924 Hearing Aid" intended use is to amplify the sound of someone or something in the presence of the user of the device. It is not a "radio" that receives a radio signal that then the device would decode into audio sound (voice of someone, music) for the user to hear, it's not a cell phone, or radio. But the lady is not talking to anyone in her presence . . . yet she seems to be holding a conversation. It's possible she's just listening to the sounds around her.

Charlie's grand grand grand grand daughter couldn't find this particular movie in her local library so she went few centuries back - what a big deal... :-) Of course now she is facing criminal charges inside her time for hijacking the time machine from the local police station... ha ha ha. Her boyfriend has the other phone and watching over the stolen vehicle :-) Guess what it is WALKIE TALKIE mate !

Ok yes it does look like a phone. But the important question I'd ask is how could a phone work back then since cell towers were not present?
