Congressman Roilo Golez explains his vote on the baselines bill, February 17, 2009

Congressman Roilo Golez stated that he preferred that Scarborough Shoals and the Kalayaan Island Group (Philippine-occupied islands in the Spratlys) be treated as baselines and that the waters extending from the shorelines of mainland Philippines to said baselines be considered territorial waters, instead of the bicameral conference committee approved "Regime of Islands" principle.
