It can get very annoying when people do this, especially when they decide to take up all the spots on an exit ramp and let nobody in (the people who were patiently waiting on the actual road itself).

The people driving on the shoulder are from Hawaii. They do that alot over there. It actually helps with the traffic. Keeps the fast lanes empty from cars trying to exit.
Also, on i580East, the exit before Park st, Oakland, on the right it has a sign that say ok to drive on shoulder during a specific time.

@TVman1981 this is not just California's problem but also one in Minnesota as well

You would think that people driving on a suspended licence would drive carefully to avoid getting pulled over.

Wish there was a cop there

so next time you see cops coming by while you're driving in the emergency lane, immediately stop, get out the car, lift the lid of the front of the car, and pretend there's something wrong with it. Then, act like you "fixed the problem" and get back in the correct lane.

or drivers like this guy shooting a video while driving.

I cant tell you how annoying it is to be responding to a 911 call and Drivers BLOCK the emergency lane because they think its a driving lane. Ambulances are dealing with life and death so get out of the damn emergency lane if you arent broken down or blocked by a disabled vehicle/debris on the freeway.

@psygn0sis I saw a man shaving while driving, razor and shaving cream, now thats dangerous

@xmoroseguyx only a disabled vehicle or stationary object counts.
The exit is not built to handle the amount of traffic during normal rush hour. Even with cars on the should the back up regularly reaches back half a mile. Not using the shoulder would create an even longer backup that WILL create a traffic danger. Reimann4 is right: A TRAFFIC LIGHT IS SORELEY NEEDED at the crossing to Page Mill to solve the issue. CHP enforcement is not the answer here - it only criminalizes helpless commuters.

So it sounds like a design flaw that needs to be addressed by CalTrans....I will see if I can get someone from CalTrans to look at that exit and figure out how to fix it.
