Not exactly. The two terrorist agents are raiding a secton of the Paris Metro that was seaked after events which become clearer later in the comic story.
The story itself is based on a modern urban myth wherein a "dragon" pterodactyl is said to have been freed from a rock tomb during the constuction of the Paris Metro. It ostensibly took several steps, cried out, and expired.
In this tale, the dragon doesn't die and the story is woven around a current event from cryptozoological history.
