Hi there! Yes indeed, it can be neglected by some people. Some people don't pay much attention to it at all.. especially somewhere in country areas. But it's okay and usually it seems like someone really finds themself feeling familiar with another person.. And I believe it also depends on social origin and education.
@VarvarA56 After asking my teacher later as to why these strangers addressed me "Ha Tbl", she told me because we are in America, the speakers understood that we do not have formal address for each other. I always address strangers Ha Bbl in Russian
I have a question. My Russian teacher and I went to a concert of Russian music.She introduced me to her friends, parents and colleagues. All spoke to me immediately "HA Tbl". I was always told to speak to a new acquaintance "HA Bbl" and let them ask for the switch to informal. What gives?

I swear to god some of the words I thought you were speaking Croatian some of the words from Russian and Croatian are almost the same

@ColKorn1965, When you turn on ты - answer ты. When you refer вы - tell вы. To treat strangers to вы. It is a sign of respect)
