I had just completed the challenge and climbed back up there to show it.
Make sure you hit the dive button right after you jump.
How to get the Thief Challenge diving at least 30 meters.

P.S. Even after i completed renovating all buildings it shows only 67%

@Zaphzaph Basically you have to do everything in the game :P. Renovate buildings, find Viewpoints, capture assassin dens, etc.

what sequence do you get to go to arsenal and is their any other places to do the 30 m dive?

@goobama43 it's one of the later sequences, and I think there are a few other places around the map. This is just the one I found.

For some reason I keep jumping instead of diving...

i captured all dens...renovated every building.....sync all viewpts..i did everything......still it shows only 67% :(
