As for the first switch, just go to the farthest (third) step and wait there for the first wave of blocks. Then, go one block length to the left and stay there for the second wave of blocks. Go to the left once more and then climb to the second switch.
Thanks for the guide! I'm worried because I've only needed the guide for a couple of levels but for the part three of great cleanup I may need it for most of the levels! :)

There's also a way you can do this without pressing the second switch. Let the first switch blocks all on you, then use the alcove next to the second switch to stop while you build stairs with the blocks you were given.
