The only way I know of creating new shapes is either via the psp tools or using fonts. If you use a font, you can type the characters and then right click the characters and use the convert to shape option. Once they are recognized as a shape, you can then use the file > export command to save them as shapes. The only thing you have to be careful about is to rename the designs via the layer palette as saving them to pspshape format with the default A B C etc might cause an issue
