No, it's not Spike Jones. Lyn Osborn played Cadet Happy. Osborn died after surgery to remove a brain tumor in 1958, a few years after the series ended.

I love the perception of the future by 1950's standards. I seriously doubt the clothes of the future would look ANYTHING like that. Heck, I once read that the costumes they wore were pretty uncomfortable for the actors.
