They run 150 MPH in a few sections of Massachussetts, and in A good portion of Rhode Island

I have read that the government could give Amtrak 7 billion dollars to upgrade the NE Corridor but the Acela's would still average 97 mph, so where do the trains run 150mph? They do not run that fast down here in Maryland.
