Step 1 is to be rich. They've been illegal to make or import for civilian use since 1986 but used ones can be transferred IF you get the permission of your local chief of law enforcement, pass a full FBI background check with photo and fingerprint submission, pay a $200 dollar tax and meet all other restrictions. The guns themselves cost tens of thousands of dollars. If you violate any small law in the slightest, it will be seized.

no, you dont need a licence (unless you want to become an FFL) to own any full-auto gun. What you would need is a firearm that is transferrable, ie. made full-auto before 1986. And to fill out a bunch of paperwork to the BATFE. Wait about 6 months for it to go through, and have around 15k handy.

No. If your state allows ownership of a machine gun, all you have to do is pay a $200 tax and undergo some background checks with ATF. Usually takes about 6 months. Plus you have to be over 21, the cost of the gun can range from $8000 all the way to $50,000+, and the machine gun had to be registered before 1986. Civilians CANNOT purchase/make/transfer any full-auto guns that were not registered prior to the '86 ban.
