I like the concept of the spring return tension, seems to be more Efficnet then the onlder style, " Counter balance weight. But would the return spring still compare to the torque output ?

Counterbalances are used to make the center of mass of the crankshaft directly on the axis of rotation, they're not meant to store energy. I technically should have one here but it's too slow to make a difference. The spring exerts less force than the piston, but its constant and will oppose this force and expend heat, so its less efficient than a pure flywheel.

Yes, the valve system is in the copper piping below the gauge. Inside the peice of pipe is a spring loaded piston that is articulated by the linkage on the back. When the linkage pulls the piston down, exposing a hole in the side of the pipe to the pressure from the air tank, and when it is moved up, it exposes the hole to the atmosphere for venting.
