I think prevention is always better . increase police number ratio to 1- 100- put constables on the streets. undo labors mess of putting money before social issues by putting the drinking age up to 21 ... so you lose some revenue in less alcohol tax from decreased sales ..so what it is worth it .

Have police numbers tied to population, at the moment is is about 1 to 550, increases in the ceiling should be yearly and ongoing. Many crimes now are of a multiple nature, deal with by replacing concurrent sentencing with cumulative sentences. To speed up forensic lab work, open additional facilities in Auckland and Christchurch. Fund a Police Air division in each of the 10 police districts with appropriate assets. No ACC payout for criminal acts, such acts to be put through the courts.
