I've blown up dozens without the box and they all let loose at between 31K and 37K RPM.

It's a 40,000 RPM griding spindle. Used in machine/grinding shops.
In person the CD going off sounds exactly like a baloon popping.

what was spinning the cd it seamed to be capable of high rpms

It was a natioinal Geographic CD I think. They all spin and explode at about the same speed from our experiments.
