Yeah you're not wrong. I'm sure they've spent a lot of money on that end to try and keep the traffic flowing and it's still a bottleneck. Pity they couldn't create one more fly over onto Lutwyche road...probably still choke a bit further up, but at least the traffic would flow out the tunnel and let people take the ICB without slowing.
