Here in Wyoming with all the different wildlife refuges and protected land for different things, you treasure what land you have, the ground also freezes here, VERY bad, in some parts it's as hard as concrete, it would not make for a formidable situation when trying to feed cattle,

@KingOfTheClutch Where I live, the frozen ground were 1,5 meter (5 feet) deep last winter ! :)
