The Chinese Central government did free the Tibetan people from serfdom. I believe this is not disputable.

I think perhaps the Chinese government does not or did not intend that the Tibetan culture be eroded, but gradual erosion of minority culture will happen if the majority is socially progressive and economcally successful.

Nearly all of China's minorities will one day become Hans irrespective of governmental policy.
