How cold you say that they aren't "loving" parents? You don't know what situation they are in or how you would react! Given that people always say, "I would do this or that in a situation," from my life experience, I learned that you do not know until you are there.

They got one thing wrong, they will not kill smart people. they will kill people who rebels and is smart. Smart but easily mislead would be in charge under a false idea.

These are loving parents. They have not given their lives to the state with any intent. This is a dystopia, they do not have any choice. It is merely a projection of cold-war USA, a dystopic state has arisen where the Government controls intelligence levels to maintain its control. This is a 1954 text, an extrapolation from then. Don't get stupidly worked up about this now, it is not and has not happened.
Although it appears Americans are getting dumber...
