The speed the tire was rotating makes it look like it is not spinning. The snow being thrown up is because it is deep and he is driving through it. Just a firetruck going to a call on snowy roads.

@bfdengine2 that wasnt the jake brake. just him letting off the gas and the turbo spooling down.

@Bruticus713 he was hitting the horn rapidly because of the red light upfront. if you notice he was slowed down a lot before the red light.

@trainlova12 actually its called roost. the tires were throwing the snow out words just like tires do in the rain. if he was sliding the snow would of been pushing and budging up against the front of the wheel.
He wasn't sliding...it just appears that way. It would have been much more noticeable had he actually locked up his breaks...you would have heard it happening.
