2000 Nissan Maxima, recently after getting tires replaced. I found the problem to be my brake pad being bent far enough that it was grinding up against this round, thin metal sheet. My mechanic bent my brake pad back, and boom, "problem" solved.

@crocodiledavid It was my break pad, bent back, grinding against this thin metal plate. Hope that helps. Dylan
