i could be that this person has like even though prototype playis in 720p this guy cold have a 32inch full hd or a 40 - 42 with really good quality built in i dunno if that changes anything becuae i have a 19inch hd tv

It means that the game isn't running in real-time. It's just running playback from a archive, like a movie sorta.

Yeah but graphics are BIG part of the game. Almost as much as the actual gameplay. You probably wouldn't want to ple like... Well prototype with a 5 pixel graphics xD

It wast rendered in the game engine and rendered in a 3d program, its how animated movies are made. This way they can use better lighting and high poly models to make a better picture.
