Beautiful Eagle, my younger Eagle owl has the same behaviour on me.

I was thinking most of the time handler don't get that close to their birds of prey like that because they say the birds don't like it. But it seems your eagle really trusts you, plus I think that since birds preen their pair bonds, they probably interpret this as that.
