That's just a bad business model. An all-you-can-eat charges at the door. You can't mix menu customers and all-you-can-eat customers in the same dining area, that's just asking for it. But lawyer brings up an interesting thought though. If as an all-you-can-eat customer, I keep getting food and dumping it in the trash and repeating this, can they throw me out? Can I really do what I want with the food?
