do you think the book from ioiobook(.)com will be fully compatible with IOIO v2?

The application code should be 100% compatible I believe. Worst-case you'll need to edit the pin numbers, if the book uses pins 1, 2 or 47, 48 anywhere.
Some of the high-level explanations on the board (e.g. pin diagrams and pictures) will obviously not apply to the new one, but could be easily map-able. And of course, the book has no information on how to use IOIO on a PC.
There's a chance there'll be a new version of the book following IOIO-OTG, but it's not certain yet.

For the time being, the firmware on the IOIO would only let you control the speed of stepper motors, not the actual position. This is being addressed, and in the future you'd have position control too (by performing a software/firmware upgrade). For the time being, either close the position loop using the camera (not very easy but probably doable, I imagine). Or just wait a couple of months for that, while working on the rest of the stuff. This isn't a weekend project anyway probably :)

Should be doable. The IOIO-related stuff is probably quite simple: you'd need drivers for the motors, and if you can keep your current draw below 1.5A (including USB) you can probably use the on-board IOIO 5V regulator.
Your project sounds very cool. Would be great if you could publish something whenever you make progress!

I don't know what's "EU devices", but the IOIO v2 will have a 2A@5V output, compared to v1 that has 1.5A@5V.

No date currently. I'm working with SparkFun on finalizing the board (recently found a bug, hopefully it was the last) and preparation for production. We're very eager to release it soon, but not willing to compromise the quality. Thanks for being patient and stay tuned!
