In 1962, a nuclear high altitude explosion took out streetlights and caused other minor disruptions in Hawaii, about 1,400 km away from the blast. We have nuclear weapons far more powerful than that. High altiude explosions like this should actually be near or above the altitude of the ISS, and could cause significant disruptions in sat comms and other electronic equipment in space.

Magnetic field of earth extends far past the atmosphere, protecting satellites, ISS against most solar events.
Agree on the blast though.
