Togoshi-Ginza is not Ginza, but rather one of the old-style shopping streets that used to be all over the city. They are in decline with more people shopping at large discount stores, but some of them are still doing well, with locals happy for the convenience of being able to shop a few minutes (on foot) from home. As "Ginza" was synonymous with "shopping" (now "fashion" and "art" might be the key words), some shopping streets used the name - thus "Warabi-Ginza", "Togoshi-Ginza", etc.

The old shopping streets are always nice to walk along - being outside and in the crowds. Of course, they're nicer when the weather is nice than when it's raining! - LHS
