@dclaver2 i dont know where you buy your cig's, in ny they run over 10 dollars a pack and i doubt they would need to put more into rehabilitation funds since legalization isnt an issue to people who smoke, most people try it, those who become addicted are not going into rehab unless ordered by a court. the 700,000 you stated would have to be reassessed for what they did, if they were dealers(and not simply users) then fines are likely, not as simple as you would like to believe.
