Frank Rodden, a New York City carriage driver who is co-owner of Clinton Park Stables, is seen here testifying at a public hearing on two pieces of legislation pertaining to the carriage industry: Intro. 658, which would ban the industry, and Intro. 653, which would reward this cash-only industry. A full ban is backed by animal advocacy organizations including the Humane Society of the United States and the American Society for the Prevention of Cruelty to Animals (ASPCA). Rodden testifies here that he needs "four licenses to go to work," alluding to the often-made claim that the industry is heavily regulated. However, the rules are seldom, if ever, enforced and the Departments of Health and Consumer Affairs, city agencies that are tasked with sharing oversight authority, quietly look the other way--a problem that was made public in a 2007 city audit of the carriage industry. Specifically, the audit said that the city agencies have dropped the ball with respect to oversight. The horses receive inadequate veterinary care; overcharging beyond the legal fare is rampant; and the horses have long commutes to and from multistory stables in Hell's Kitchen.
Interestingly, the city derives no direct revenue from this industry. And yes, the horses in this industry generally have working life spans of approximately four years.

    That's a lot of tax returns to go thru. $15 million a year in cash.

    This guy has called me every name in the book for my telling the truth about what I see.

    It's funny to hear him complain about being insulted.

    As far as the HSUS, ASPCA and others, they think he should be shut down.

    Funny to hear him talk about all the "regulation" when they say they don't have the manpower.

    Time to shut this clown down.
