I guess so. It's not a very good thing to have an overwhelming Democratic majority with a Democrat as a president.
It's the other way around with the Republicans, example; Clinton's presidency. He had an overwhelming Republican majority in the Senate and Congress.

People are severely effected by this depression, and sometimes just give up hope; thinking that America is the problem.

But why would it need to remind people that "America is not the problem"?

It reminds the citizens with negative thoughts about the government that America is NOT the problem, and we will get out of this as we did in the Great Depression.
