Rep. Capps spoke on the House floor in opposition to the Colombia FTA. She opposed the agreement for several reasons, primarily because it continues unfair trade preferences that have decimated the California cut flower industry and Colombia does not yet meet the high standards that should be demanded of US trading partners.
