    ... we can dimension each side individually.

    select a side that you want to dimension, say the Y axis, it will highlight in red, then click to the center of your sketch. there will be a mew measurement line in black. click that new line and a small box will appear. enter your desired number, say 100 mm, and hit enter or the green check. lets do the same for the X axis, enter 100mm, and hit enter. its a square!. now lets draw a circle, click 'center point circle' ...
