@ydultm I dont know the new list now but as at 2010- early 2011 dragunov was middle tier, but Japanese consider him top tier (thanks to nobi), Koreans are abit skeptical about it. speed of sidestep is a big factor in tier list, thats why lars, lili and Alisa are higher than him. The point is know your strenghts and weakness in a character and use and hide when required. e.g use tracking kick + fff+3 to to limit Alisa distance and speed. nobi used this to frustrate Alisa. A good strategy, thanks

Law number 1 - tier list applies not to nobi
Law number 2- side stepping and backdashing applies not to nobi
Law number 3- nobi doesnt learn characters, characters learn nobi
