You don't see the misstep in logic here? You're implying that if the people who are currently buying congress didn't need to, they'd inexplicably become decent human beings? If they didn't need to pay congress to keep congress from regulating them and keeping them in check, they'd just do what they're doing now--possibly even worse--and have more money left in their pockets.
