CINCINNATI (WKRC) -- The once frozen streetcar project gets back underway Wednesday.Crews chip away the ice on Elm Street near Findlay Market to resume work. The bitter cold stopped work over the last two days.The headache for drivers is about to get worse. Next week, the intersection of Liberty and Elm will close starting Thursday the 16th.But the closure will actually speed up construction, as work that would normally take a month, will get done in about five days.
