in the real scene hale just stands in front of it and looks at it, hale talk very little in this game, he only seems to give his name and rank to the girl and thats it

Its a scene from the actual game that the creators edited and put in as an extra scene I don't remember how its unlocked though but if you did already it should be somewhere near the bottem of the cutscene list.

I about died laughing when I saw this cutscene. I was sad when I saw no real typical insomniac humor in R2 :( I just hope they have something like this in R3!
