They banned coal trucks throughout the city and installed better filters in coal plants. Not saying the place is a paradise now but air quality is much better than it used to be. It's not like the coal residue will stay forever, they just need to reduce the emission to improve the air quality. The problem is not dangerous ground/water waste it's just air quality.
