From the radio mics in the credits and the fact that Bottom is one of the characters, plus memory loss, I'm guessing they launch a pirate radio station.

"Loosely based on 'A Midsummer's Night Dream'"? So far this film reminds me a lot more of "Metropolis", a 1927 silent film about workers who spend their lives in a vast underground city rebelling against their oppressive bosses who live on the surface.
