How does being undercover give Mr. Orange licence to shoot a woman in the process of stealing her car.

Pretty much. The woman had no way of knowing whether or not he'd harm her - two guys with guns approach you, if you've got a gun, you use it first.
But on his part, it was probably instinct for him to shoot back without thinking. (Especially since the whole point of his character is how he's gotten too attached to the role instead of thinking like a cop.)

the risk of blowing your cover is no excuse for engaging in felony murder. what he could have done is shouted that he was a cop and shot Mr. Brown. he then would tell the others that mr. brown was shot by the cops. no one would have any reason to doubt him.

that's what made his character somewhat cool. He was on a job, his job was to bring down Joe. and during his mission, he was shot in the belly while trying to hide his true identity. From when he was shot, the woman was just going to shoot him again. What was he supposed to do, say, Hey, dont shoot! IM A COP!" Mr. White was with him remember. he was still on duty. So it pretty much sux for the woman, but in self defense, Orange shot her. Even though the woman was using self defense herself.
