300 million = the approximate population of the U.S. Just what billions of transactions is he talking about? For there to be billions of overseas transactions, every U.S. man, woman and child would have to be making an average of at least 6 1/2 foreign calls a day. There must be some confusion over what a foreign transaction is.

Bullshit. The National Intelligence Director says that they only listen to one side of conversations. The Echelon supercomputers listen in to ALL conversations, foriegn and domestic, flagging those in which certain words are uttered.
