Steamboat captains fault. He hit another boat that was moored and didn't seem to have any problem shifting from reverse to forward after the incedent. Before you say the sailboat wasn't moored take a look at the frames around 1:16 to 1:23. You can see the 'pirate' boat is tied off and, as the camera pans round stern to bow, if you look to the left of the picture you can see the gangway is lowered onto the dock.

Based on how the flags are flying, wind was pushing the stern wheeler AWAY from the fake pirate ship.

Wind would be the cause and you know nothing of how this steamer works to shift forward to reverse, it's not a perfect world.
