Well it was 550 feet of tunnel 4 feet wide and 5' 6" high with only access from each end. and live uncovered steam lines running the length. Like you say out of the weather but cram 10 men down there and it gets a little crowded. We removed all the hangers and anchors and replaced with fiberglass. I've had worse but this was the only one I took video of.
