Edit was probably to convey the MODEL of dividing a people against themselves. Original was probably stating the idea that using Iraqis to kill Iraqis MODELED the tactic used in Vietnam. So in order to convey that the tactic of dividing a nation into 2 sides at war with each other has a USA led historical precedent, the edit was made. Interesting to a film maker perhaps. It should not have been seized upon by viewers unless the viewer is desperate to discard the information due to bias .

Murtha was a big man to go up against our armies of propoganda. He had the wisdom of experience as he had served in vietnam and he truly had heart and courage to stand up and take that abuse Most of these bureaucrats would wet their pts if they ever had to fight yet they spend time in front of a camera with make up on calling other men cowards who want to go to bat for the people with a lot to lose from fighting a war.
