@arnold25pestano your post is 2 yrs. old but I still like to answer. actually its clear what eli is trying to explain, even if its the law in the US, put the law of god first. and in the law of god as explained in the verses given is that if u dont discipline your child without hurting it, you dont love your child. so u need to teach it manners in the way described in the bible. and was the word abuse in the bible? no. so the abuse thingy, is from the definition of the US law, not the bible

the guy asking a question, he said, wher it came the abuse in american law? because he said that he is leaving in america for 15 years and thier law is, you cannot put your hands to your children, or chastening them if you are going to disciplines your children because it is child abuse. in my understanding i think his question is not answered. i think what he meant to ask is, "how you going to disciplines your children according to the bible without disobeying the american law?"
