Is harrassment not illegal in the USA? If it happens all the time film it like you were over a period of a month or so then take the footage to the police. DO NOT GET INVOLVED IN PETTY FIGHTS otherwise they will have won.

This idiot can't even be identified until he voluntarily approaches the camera. Neither can the kids. Don't go near the camera then, dunce. I see a police car with flashers in the background. Pointing a video camera at such a specticle is really not so odd at all & does not warrant a complaint-that is a perfectly normal thing to do-even a good idea. Many people have cameras around their houses to deter crime & you have every right to suspect he could be a criminal even if he does not agree.

Who cares if you are insignificant? Big deal. I don't want to be significant. What the hell does significant mean anyways? I am happy just as I am. I pay my way in life, don't bum off anyone and don't bother anyone. But I probably get more disdain from nosy people than a criminal or terrorist.

thin skins here, your letting him push your buttons. Its ok to tape so if they mess with your property you can deal with that. But your playing right into his hands, that will keep him coming back for more.

get some lawn cuttings, some little plastic baggies and pretend to sell "grass" to those you're friendly with. If those guys want to watch you, give them something to watch. Hell there are all kinds of weird things you can do to get under their skin.......

I know it's often easier said than done, but maybe just move away? Looks like there's too much history there getting in the way of the present and possibly the future.
