Hi. The tree is called apsen tree. You can read more about it in wikipedia. It is common for the boat making in the Siberia. It is the most water resistant tree available for boats. The place where it is happening is a small village (of 250 people) in the central Russia (region Krasnoyarsk) nearby Yenisei River. The village in Russian is called Бахта.
