Yes, my hips are moving, just as they would for any practical purpose. It all depends on what you are trying to do.
As for looking rushed and not in control--I'm not sure what you're expecting to see but the motion is completely controlled, both forward and the return.
BTW, this is sort of a dead channel, you might want to check out Fit4Beginners where some of my other videos are posted.
Typically, I perform 15-20 reps with a weight that leaves me fatigued but still able to maintain proper form.
Due to the higher rep range, 2 to 3 sets is sufficient for a good workout.
I'd also like to mention that combining the Torso-Twist with other similar cable exercises such as wood-choppers, squat to twisting press, and cable punches makes for an excellent core intensive workout!
