In the UK nobody under the age of 52 has had a chance to vote on whether they want to be part of EU.
And even back then, it was EEC not EU they chose.

The quote is misleading as the whole quote
"Allow me to say that Israel is a member of the European Union without being a member of its institutions". While this might be still provocative, unlike your shortened quote it can be justified and sounds like Solana could have said it.
