Ending impunity in the Philippines

For years, many in the Philippines have had a deep-seated mistrust of the police and military, with members believed to be involved in instances of enforced disappearances and what are known here as extra-judicial killings.

Benigno Aquino III, the new Philippine president, came to power with promises of a new respect for human rights and an end to corruption.

But the country's human rights watchdog says in the first two weeks of his presidency, six people were killed in incidents connected with the Philippine army and the police.

Authorities insist they are making a serious effort to end the culture of impunity.
