The first US census was done to tally up the ammount of livestock in each district, as to keep an eye out for escaped animals. The first one in Britian was done to tally up potential draftees for the Royal Army and Navy. Which direction are really going here in America? Economic counts of property, or lists of people for unscrupulous reasons?
